We hope that the attached information in the form of an updated FRA and set of drawings provides sufficient answers in relation to your information requirements. The list below outlines the reference number of the information requirements (contained in our table sent to you on the 9th October) and references where you can find them within the information pack sent to you this afternoon. See summary list below: 1.1a - Figure 4 represents ground levels between South and North Terminals and indicative flow path. Figure 8 shows contours at the North East extremity of the site. Figure 9 shows existing ground levels on the site of the terminal extensions and a typical section through the existing car park. Figure 10 shows existing spot levels in the vicinity of the car park. Figures 11 and 12 show the compensation storage levels and proposed pavement levels adjacent to the MSCP. 1.1b - See above. 1.1c - See Figures 11 and 12. 1.1d - Tables generated by Arc GIS software based on footprint areas, existing ground levels and flood levels. This is confirmed in the text of the updated FRA. 1.2 - Figures 11 and 12 and summarised in text. 1.3a - Figures 11 and 12 and summarised in text. 1.3b - Figures 11 and 12 and summarised in text. 1.3c - Storage volume can be cleaned from access points in slab above (shown on Figure 11 and confirmed in text). 2.1a - Figure 4 shows how water will drain to the site. The aim is to show visually where the ground lowering will take place and depths, locations and extent of the proposed compensation works. The compensation figures you have provided would give figures to back up the compensation plans. 1.2 - To recommend a condition for the car park construction we need sufficient information to ensure that the suspended slab can be put in place, it is practically possible and it will work with the car park in place at present. The design will show how water can enter and leave the excavated area and will not be obstructed by the suspended floor. There must also be proper consideration of how the area beneath the suspended floor can be maintained as open. 3 - The FRA suggests that level for level flood plain compensation can be carried out. Lowering the car park is not direct level for level floodplain compensation this is why it is misleading. In general, where we have asked for 'demonstration' of various items we need (as does Crawley and the public) evidence to support written statements in the FRA. For example where flow routes are shown we need to be able to understand from these why water flows in a particular direction, this could be shown with a topographic survey. We look forward to receiving the information later today. Please be aware that if we do not receive the information by the end of the day then due to other commitments we will not be able to review it in time for Crawley's committee deadline. We do not think that a meeting will be necessary as the information should be clear enough that it does not need to be explained. It is also our intention for our consultant to produce an updated FRA to incorporate the additional information requested - and we are aiming for this to be available by Monday also. I can confirm we progressing the material on the basis of the attached table which we have updated to include Ann's questions and our response on how we are addressing the points raised. I would be grateful if you could review the updated table so that we are all clear on the approach being taken to resolve the issues. If you agree, I think it would be worthwhile meeting with you next week so that we can explain the drawings and updated information once you have received it. Timing Time is getting very tight. We need to have the requested information by cop on Monday at the latest to allow us time to review it and inform Crawley on our position in time for their committee meeting on 19 October. I am on leave tomorrow and all next week. In my absence please use Marie Martin as your main point of contact on this matter. Comments/points of clarification 1.1a Please can we have a copy of your topographical survey. 1.1b Please can you send us detailed designs for the MSCP asap. We also need a plan showing spot levels or contours of the bowl post excavation to compare to the topgraphical survey data. The post excavation detail will show how the water will drain out of the lowered area. 1.1c We do not understand what Figures 8 and 9 are supposed to be showing us. We cannot read the detail or text in these figures. 1.1d Please provide the workings and assumptions behind the figures in the second table. 1.2 The drawings provided need to show the number, location, level and size of the proposed gulleys. The ground level slab will need sufficient openings to enable water to flow in and the openings need to be big enough to prevent blockages during a flood event. 1.3a We cannot read or understand the drawings submitted. As soon as we agree the design and construction drawings we will be able to agree wording of a planning condition. 1.3b We agree 1.3c We need information about how the void under the slab will be maintained and kept free eg how will it be cleaned out after a flood. As the void may only be 800mm high you may like to consider Health and Safety issues connected with maintenance work. 2.1a Please provide information/text about where flood water would drain to if the 'bowl' overflows. 2.1b Agree 2.1c Please provide information/text to show that River Mole and Gatwick Steam flooding to the north of the site are not connected, and confirm that there is not River Mole flooding affecting the MSCP. This should be straightforward to show using ground level information at the confluence of the rivers. 2.2a Agree 2.2b Agree In summary The additional information and mitigation measures we agree need to be included in a revised flood risk assessment (FRA). At the moment the FRA accompanying the planning application is misleading to the public and to Crawley Borough Council.
