Speaking at Development Control

We encourage the public to attend and take part in our meetings and have some guidelines to help us manage the meetings.

Who can speak at Development Control Committee?

You can comment on planning applications at the Development Control Committee if:

  • You have submitted a planning application (you and/or your agent can speak)
  • You represent a civic or amenity group that has made written representations on a planning application (such as a residents' or tenants' association)
  • You are a member of the public (such as a neighbour) who has made written representations either for or against a planning application.

You can only speak if it is the Development Control Committee that decides on the planning application. You cannot speak if the decision on the application has been delegated to planning officers. For further advice on this matter and for information about the date of the meeting at which the application will be considered please contact us on 438000.

What do I do if I want to speak?

If you would like to speak at the Development Control Committee meeting you need to:

  • Contact Democratic Services on 438281 by no later than 12 noon on the day of the meeting. If you would like to use visual aids (such as a projector/computer) please let them know.
  • Arrive no later than 30 minutes before the start of the meeting.
  • Produce a written note of what you intend to say for record purposes.

Development Control Committee meetings usually have very full agendas so we have to strike a balance between giving people the opportunity to be heard and ensuring that the meeting can deal with all the business before it.

To help achieve that, people wishing to speak will be dealt with on a first come, first served basis. There will also be a limit to the number of speakers and on the length of time allowed for speaking.

The order of speaking and the time limits agreed by the council are:

1. The Planning Officer will introduce an application and report on representations received.

 

2. Civic/Amenity Groups

Two minutes

3. Objectors

Three minutes for individual objectors or five minutes if speaking on behalf of a group (provided there are not also individual objectors).
Maximum time allowed nine minutes.

4. Applicant or Agent and Supporters

Three minutes for the applicant or agent and up to three minutes each for two individual supporters or five minutes if speaking on behalf of a group (provided there are not also individual supporters).
Maximum time allowed nine minutes.

5. The Planning Officer will deal with any errors of fact which have arisen.

 

6. The Committee will then discuss the application (involving the officers, as necessary)
