Article 4 Direction at Manor Royal

Planning measures effective from 16 October 2017

Article 4 Direction: Light Industrial (B1c) to Residential (C3) at Manor Royal

On 16 October 2017, Crawley Borough Council confirmed the making of a direction at Manor Royal under Article 4(1) of the Town and Country Planning (General Permitted Development) Order 2015 (as amended).

The Article 4 Direction removes a temporary permitted development right that had previously allowed the change of use of buildings from light industrial (B1c) to residential use (C3) without the requirement to obtain planning permission.

It has come into force in response to concerns that the inappropriate introduction of residential development into Manor Royal is having a negative impact on its operation as a main employment area and is eroding Crawley’s already limited supply of available business land.

The Article 4 Direction came into force on 16 October 2017. With the Article 4 Direction now in force, planning permission is required where a change of use is proposed from light industrial (Class B1c) to residential (Class C3) use. The Direction applies to the Manor Royal Main Employment Area, as delineated on the Local Plan Map, and as shown on Location Map A.

New planning measures in Manor Royal from 29 July 2016

Article 4 Directions – Offices (B1)(a) to Residential (C3), and Storage and Distribution (B8) to Residential (C3).

On 29 July 2016, Crawley Borough Council confirmed the making of two directions at Manor Royal under Article 4(1) of the Town and Country Planning (General Permitted Development) Order 2015.

The Article 4 Directions remove permitted development rights that had previously allowed the change of use of buildings from Office (B1a) or Storage & Distribution (B8) to residential use (C3) without the requirement to obtain planning permission.

The Article 4 Directions came into force on 29 July 2016, and apply to the Manor Royal main employment area as identified on the Local Plan Map and as set out below. This means that inside the Manor Royal main employment area, planning permission will now be required for any change of use of buildings from Office (B1a) or Storage & Distribution (B8) uses to Residential use.

The Article 4 Directions have come into force in response to concerns raised by the council and business community that the introduction of residential development into Manor Royal is having a negative impact on its operation as a main employment area. The loss of business space to residential use has been eroding Crawley’s already limited supply of available business land, and there was strong concern that the inappropriate introduction of residential uses to the area undermines the operation of existing businesses and the overall function of Manor Royal as a main employment area.
